The short version

Quick answer

Save the form and disclosures you actually saw, including named companies, checkbox language, the number entered and submission date. Then list each later sender separately. Multiple contacts do not alone prove valid consent or unlawful sharing. The Eleventh Circuit vacated the FCC’s 2023 one-to-one and topical-association restrictions in January 2025; that did not establish that every quote-form authorization is valid.

Start with the form, not just the later texts

If you retained it, save the exact quote page, disclosure, visible company names, any linked list you actually reviewed, checkbox state and confirmation. Label the capture date. If you lack the old page, say so rather than treating today’s version as the earlier agreement.

Build a separate row for each later contact: displayed sender, business named in the message, product offered, date and any statement about where your information came from. Do not treat an agent, comparison site and seller as one company merely because all mention the same quote.

What happened to the one-to-one rule?

On January 24, 2025, in Insurance Marketing Coalition Ltd. v. FCC, the Eleventh Circuit vacated Part III.D of the FCC’s 2023 order and remanded. That part imposed one-entity-at-a-time and logically-and-topically-associated consent restrictions.

The court held those categorical restrictions exceeded the FCC’s authority. The ruling does not validate the wording, signature, scope or attribution of every form. It also does not mean that requesting one quote necessarily authorizes every company that later contacts the requester.

Which consent question needs answering?

Under §64.1200(f)(9), where prior express written consent is required, the agreement must bear a signature and clearly authorize the seller’s covered automated or artificial/prerecorded telemarketing to the specified number, with the required disclosures. An electronic signature can qualify under applicable law. That is different from saying every text requires written consent.

Technology, message purpose, recipient line and applicable exceptions determine which prohibition and consent standard apply. A requested account update, a live call and a regulated automated marketing message should not be treated as interchangeable. Preserve facts first instead of assigning a legal conclusion from the number of contacts.

A sender-by-sender opt-out record

For communications within §64.1200(a)(10), consent may be revoked through reasonable methods; the rule specifies reply words including STOP and sets reasonable time with a ten-business-day outside limit. The linked STOP guide covers the confirmation conditions and limited informational-message waiver.

Keep the exact request and the thread or channel where it was sent. A request delivered to one company does not establish that every other company received it. Company-specific do-not-call scope and affiliates are separately addressed in §64.1200(d)(5). Do not use a common product label as proof of common identity.

Fictional example: one comparison form, two follow-ups

A fictional reader saves a comparison form showing Sellers A and B. A later message names Seller A; another names Seller C, which is absent from the saved screenshot. The reader keeps the full disclosure and each message rather than assuming either that C had permission or that the screenshot disproves every possible authorization.

Annotate the questions: Is the screenshot complete? Was there another agreement? Which seller authorized the contact? What does the message promote? Who received the opt-out? These are research questions, not an allegation against a real company.

When an industry-specific guide adds value

For an insurance quote or loan comparison, this checklist focuses on the form and the companies identified. Mortgage servicing, collection and healthcare communications raise additional questions; a generic comparison-form explanation does not resolve them.

Use the preservation checklist for the records and the STOP guide for the request. Avoid sending fresh applications merely to investigate an old form. Keep private records private; this site does not accept applications or evaluate individual disputes.
